Anchor Point Certification and Recertification: Timelines, Testing, and Documentation

Roof anchor points are not install-and-forget items. Every anchor point installed on a commercial or industrial building in Australia must be load tested at installation, documented to a specific standard, and recertified at defined intervals. If any of those three steps are missed, the anchor point cannot legally be used for work at height, and the building owner or person conducting a business or undertaking (PCBU) carries the liability.

This post covers what certification actually involves, the load ratings that apply to different system types, the documentation you need to hold, and how inspection intervals work across Australian jurisdictions.

What Certification Means in Practice

Anchor point certification is not a sticker on a wall. It is a documented process that confirms an anchor point was installed correctly, is structurally sound, and has been tested to the load requirements set out in AS 5532:2025 and AS/NZS 1891.1-4:2025.

Certification covers three things: the anchor device itself, the substrate it is fixed to, and the method of attachment. An anchor bolt torqued into a concrete parapet wall is only as good as the concrete behind it. A certified installer must assess the substrate, select the appropriate fixing method, install the anchor, and then test it before issuing any certification documentation.

For building owners and property managers, the practical outcome of certification is a written record showing that a qualified person tested the anchor to the required load, found it compliant, and that the anchor is safe for use until the next scheduled inspection.

Load Testing Requirements

The load requirements under AS 5532:2025 depend on how the anchor point is classified.

Single-point anchors must be tested to a proof load of 15 kN. These are anchors designed for one worker at a time, typically used with a single lanyard or self-retracting lifeline.

Multi-user anchor points, which are designed to accommodate two or more workers simultaneously, must be tested to 21 kN. The higher load accounts for the combined forces that can be generated during a simultaneous fall arrest event involving multiple workers.

Proof load testing is a non-destructive test. The anchor is loaded to the specified force for a defined period, typically two minutes, and inspected for movement, deformation, or substrate cracking. If the anchor holds without any of those signs, it passes. If it shifts even fractionally, the anchor fails and must be removed from service immediately.

Chemical anchor installations, which are common in older masonry and concrete structures, require additional consideration. The adhesive cure time must be verified before any load test is conducted, and the substrate must be assessed for voids, moisture, and carbonation that could compromise bond strength.

Static line systems and horizontal lifelines carry their own load requirements under AS/NZS 1891.1-4:2025, with end and intermediate anchors rated to different loads depending on the system design. These are not interchangeable with single-point anchor ratings.

Inspection Intervals by Jurisdiction

Australia does not have a single national standard that prescribes a fixed recertification interval for anchor points. The WHS Act and Regulations are administered at state and territory level, and while the model WHS Regulations provide a framework, enforcement and guidance varies.

New South Wales (SafeWork NSW): The model WHS Regulations require that plant and equipment used for work at height be maintained in good working order. For anchor points and fall arrest systems, the accepted industry practice is a 12-month inspection and recertification cycle. SafeWork NSW guidance and AS/NZS 1891.4:2025 both support annual inspection as the baseline interval.

Queensland (WorkSafe QLD): Similar to NSW, Queensland applies the model WHS Regulations. Annual recertification is the standard expectation, with more frequent inspection required where anchors are subject to heavy use, harsh environmental conditions, or where the last inspection identified any defects.

Victoria (WorkSafe VIC): Victoria operates under the Occupational Health and Safety Act 2004 and OHS Regulations 2017 rather than the model WHS framework. The practical requirement remains annual inspection for anchor points used in fall arrest applications. Victoria places particular emphasis on the PCBU's duty to maintain records of inspection and testing.

Across all jurisdictions, the 12-month interval is a maximum, not a target. Anchors installed in coastal environments, on roofs with high foot traffic, or in industrial settings with chemical exposure should be inspected more frequently. The certifying engineer or installer should specify the recommended interval in the certification documentation based on site conditions.

What Documentation You Must Hold

Certification paperwork is not optional. Under WHS legislation, a PCBU must be able to demonstrate that any anchor point used for work at height has been inspected, tested, and found compliant. In the event of an incident, inadequate documentation is treated the same as no documentation.

The minimum documentation set for each anchor point or system should include:

  • Installation certificate: : Issued at the time of installation, identifying the anchor type, fixing method, substrate assessment, proof load applied, and the date of installation. Must be signed by a licensed installer.
  • Load test record: : Documents the proof load applied, duration, any observations during the test, and the pass or fail outcome.
  • Anchor schedule or site plan: : A drawing or diagram showing the location of every anchor point on the roof, with a unique identifier for each anchor. This allows inspectors to match physical anchors to records.
  • Recertification certificates: : Issued after each periodic inspection, confirming the anchor remains compliant or identifying any remedial action required.
  • Defect and remediation records: : If an anchor is found to be defective and repaired or replaced, the full history must be retained.

All documentation should be stored so that it is accessible to the person responsible for managing roof access at the building. Keeping records only with the installing contractor is not sufficient. The building owner or property manager needs copies.

Consequences of Lapsed Certification

When anchor point certification lapses, the anchor cannot legally be used. That is not a grey area.

Under the model WHS Regulations, using plant or equipment that has not been maintained or inspected in accordance with the manufacturer's instructions or relevant standards exposes the PCBU to prosecution. Fines for WHS breaches in NSW can reach $50,000 for an individual and $500,000 for a body corporate for a category 2 offence. Category 1 offences, which involve reckless conduct, carry significantly higher penalties.

Beyond the regulatory exposure, the insurance implications are serious. If a worker is injured while using an anchor point with lapsed certification, the building owner's public liability and workers' compensation insurers will scrutinise the maintenance records. A lapsed certificate does not automatically void a policy, but it gives insurers grounds to dispute claims and may affect future coverage.

There is also the practical issue of the anchor itself. An anchor that has not been inspected for two or three years may have corroded fixings, a compromised substrate, or physical damage from foot traffic. The certification lapse is a symptom; the underlying problem is that nobody knows whether the anchor is actually safe.

The Recertification Process

Recertification follows a similar process to initial certification, with some differences.

The inspector will visually examine the anchor body, the fixing hardware, and the substrate around the fixing point. They are looking for corrosion, physical damage, movement, cracking in the substrate, and any signs that the anchor has been loaded in a fall event. An anchor that has arrested a fall must be taken out of service and replaced, regardless of how it looks visually.

After the visual inspection, the anchor is proof load tested again to the applicable rating. Passing the load test under recertification confirms that the anchor and its substrate remain capable of performing their function.

If the anchor fails either the visual inspection or the load test, it is tagged out of service. The certifier will document the failure mode and recommend either repair or replacement. Some failures, such as a corroded anchor body, can be resolved by replacing the anchor hardware. Others, such as delamination of the concrete substrate around a chemical anchor, require more extensive remediation.

Following a successful recertification, a new certificate is issued with the next due date recorded. That date should be transferred to the building's maintenance schedule immediately.

Keeping Your Certification Current

The most common reason anchor point certification lapses is not negligence; it is the absence of a system to track due dates. A building with twenty anchor points installed over several years can easily end up with certificates expiring at different times, spread across multiple documents from multiple contractors.

A simple anchor register, maintained by the property manager or height safety officer, solves this. The register should list every anchor point by its unique identifier, the date of last certification, the next due date, and the name of the certifying organisation. Reviewing the register quarterly is enough to catch approaching expiry dates before they become compliance issues.

For buildings with ongoing rooftop maintenance programmes, scheduling anchor recertification to coincide with other annual inspections, such as HVAC servicing or roof membrane inspections, reduces the administrative burden and ensures the roof is not accessed between the time a certificate lapses and the time it is renewed.
