Permanent vs Temporary Edge Protection for Commercial Buildings: Load Ratings, Installation, and Total Cost
Edge protection is the first line of defence against falls from rooftops, plant decks, and elevated platforms. Unlike fall arrest systems that catch a worker after a fall begins, edge protection prevents the fall entirely. That distinction matters both for worker safety and for the engineering requirements that govern each system type.
For building owners, developers, and construction managers, the choice between permanent guardrail systems and temporary edge protection is not simply a matter of preference. What the Standard Actually Requires
AS/NZS 1170.1 sets the structural load requirements for edge protection on Australian commercial buildings. The standard specifies that guardrail systems must withstand a minimum horizontal load of 0.74 kN/m applied at the top rail for general access areas, with higher loads required for areas subject to crowd loading or plant movement.
Top rail height must be at least 1,000 mm above the walking surface. Where there is a risk of objects rolling or sliding off the edge, a kickboard or toeboard of at least 100 mm height is required. Mid-rails must be positioned so that no opening exceeds 500 mm.

When Permanent Systems Make Sense

Buildings with rooftop HVAC plant, cooling towers, solar arrays, or communications equipment require regular maintenance access, sometimes monthly or more frequently. Providing that access through a permanent guardrail system eliminates the need for workers to bring and install temporary protection on every visit.

The direct hire and labour costs are only part of the picture. Temporary systems introduce liability exposure every time they are installed and removed. If a contractor installs temporary edge protection incorrectly and a worker is injured, the building owner's duty of care obligations under WHS law may still be engaged, particularly if the owner has not taken steps to verify the contractor's competence and the adequacy of the system.
Permanent systems, once installed and certified, shift that risk profile. The building owner can demonstrate that a compliant, engineered system is in place. The obligation then falls to workers and their employers to use it correctly.
Combining Systems for Complex Buildings
Many commercial buildings require both permanent and temporary edge protection at different points in their life. A building under construction will use temporary systems throughout the build. Once occupied, permanent guardrails protect the areas of regular maintenance access. Temporary systems may still be needed for infrequent access to areas where permanent protection was not warranted at the time of construction.
The key is to map access requirements against the building's maintenance programme before specifying either system type. A rooftop that will be accessed twice a year for gutter cleaning is a different problem from a plant deck visited monthly by HVAC technicians.
